Well... Is there a way to change the foreground color to PURE white?
Because on my photoshop elements 5... The foreground color is tinted yellow...

If not, then I guess I'll just continue only using it to ink... D:

You simply have to hit the letter D to change your colors to the default of black and white. This will make your background color white and your foreground color black.

It continues to stay the tinted yellow.. D:

Okay try this:
Use the eyedropper tool to click on the yellow square. When the color selection box comes up, change all the numbers in the R G B boxes to 255. That will change it to white.

So you have a tablet! Sometimes unexpected things happen to the software if you have a tablet. I've seen a number of posts regarding the software and tablet conflicts. Maybe someone who has one will answer this question soon.

Strange one. The one thing I did note is that the R and G values appear to be correct (255) but it's missing some B (241 not 255). If it's always been like that (even before you installed the tablet) then I'd suspect a color profile problem. I'd try the steps in the following tech note from Adobe (I can't remember if PSE5 came with Adobe Gamma but I think it was in the goodies folder of the disc/download) although screen calibration software/hardware would be better than Adobe Gamma. Have you calibrated your monitor?? You might want to at least try the second steps (updating the video driver and changing the color bit depth) first.

Edit: Well, I did what efarnstrom told me to do first.. With the ctrl, shift, alt...
It works but now this error comes up

That does look like the problem - calibration replaces the monitor profile with a custom one based on what the colors actually appear on the screen which should fix the problem but you might also be able to fix it by following the steps in that tech note.
I don't know too much about how profiles work or how they can get to be defective. Maybe someone who does can step in and help but I'd certainly start by updating your video card driver.

this has nothing to do with photoshop but, it also says for some reason that my Phoenix Bios need updating once in awhile, but my photoshop has been acting like this way before that error.

In another thread Wendy suggested deleting preferences to jump start some strange results. Here is how:
Try deleteing the prefs file. To do that:
Close down Elements then click on the Editor start up icon and quickly hold down the Control, Alt and Shift keys (Mac users Command, Option and Shift). Continue to hold down all three keys until you get a screen asking if you want to delete Settings ... just say Yes.
The problem I had asked about was different from yours, but I also had another problem similar to yours. When I viewed a grayscale image in Elements, it had a purplish hue to it that I couldn't get rid of. This fix also corrected that problem, so maybe it could work for you. Can't hurt at this point.
