I am using PSE5.0. I have a photo that I want to crop to 3.5"x2.5". I want to take the cropped image and move it to a file that's 4x6" and then save it. I want to be able to put two images that are 3.5"x2.5" on the 4x6" file and have both pictures print as a 4x6 photo. Does that make sense? I've cropped the picture. I've created a blank 4x6" file. I have tried moving the picture and it resizes it to 4x3. What am I doing wrong?

Scoobee75,
Did you make the new 4x6 file the same resolution as the 2 files that you are going to add to it?

My cropped picture is 557.714 ppi and the created 4x6 file is 300ppi. Which should I change? Which will print the best? Thank you for replying!

Not sure I fully understand, how are you going to fit two 3.5 X2.5 source images onto a 4X6 target image (the new blank file). The aspect ratios are different, and the dimensions exceed the target image?
Do I understand correctly that your target image is 4" wide and 6" tall (a portrait orientation), and the two source images have been cropped to 3.5 wide and 2.5 tall, so that when you place them on the 4X6 one is on the top half and the other is on the bottom half?
Assuming that is the case, and you have already created the 4X6 target, then each of your source files need to be cropped to a 4" wide X 3" tall size. Once that's done, simply move the two files onto the blank. If the resolutions are different, position and resize to fit accordingly.

You can fit 2 3.5x2.5 on a 4x6 nicely if you are planning a 1/4" margin around each of the small images.
Scoobee, create you 4x6 at 300, then turn on the grid and set it to 1/4 inch. After you drag your small images to the base document you can use the move tool to resize them using the grid for reference.
Or, you could resize the small images to 3.5 x2.5 at 300ppi before you move them over. They will be the correct size but the grid is still handy for positioning.

Thank you Jeff and Karin!! I wanted to be able to print wallet-sized photos, but on a 4x6 because; a - it's cheaper to print a 4x6 than a wallet at Walmart; and b - you can't just get one wallet, they give you two of the same picture, and that's just a waste of a picture in this case. So I'm sooo glad that you guys helped me out with this. Jeff your resizing idea did the trick. Karin the grid was an excellent suggestion and will make cutting them apart a lot easier later as they'll be equally spaced.
Thanks again!!:)
