Borders

Hi, I'm a brand new user, but I think I have an old version of Photoshop - I have version 2.0, and I can't seem to do the same steps the online video/tutorial shows to create a border. Can anyone help me? (or should I cut my losses right away, & upgrade to a newer version????)

I only have PSE3 and PSE4, but Wendy and others have PSE2 so hopefully someone will be able to help... :)

I think that quite a few of us still have PSE2 so any problems you have with the Videos just ask. There is usually someone around who will be able to talk you through it :)
