where is the camera raw function in photoshop you can view jpeg files with camera raw why can;t you do it with elements?

You can. Use File>Open As and select Camera Raw in the drop down. You need to have updated the Camera Raw plug-in to version 4 or higher and need to have either PSE5 or 6 for Windows or 4 or 6 for Mac.
