How does one make balloons - like those in cartoons?

In your toolbar under shapes, you should have some ballon shapes.

Great, thanks ! I can now make balloons, or "speech bubbles," as they now call them. My follow-up question is, how can you turn them around so that the "pointy thing" aims in the opposite direction ?

....or... if all you want to rotate is the actual bubble (not the whole image), use Image > Rotate > Flip Layer Horizontal.
There are a set of layer-specific rotation commands for when all you want to do is work on one layer.

As long as the image selected is the bubble image, Image > Rotate > Horizontal will suffice or as Byron states IMage > Rotate > Flip Layer Horizontal will also flip the bubble as you desire.........
