Hello all !! :)
first of all, wonderful software adobe Premiere elements,:D such a clean and simple interface I was excited to be able to follow the quick tutorial and be running in an hour.
However I`m trying to create output options for different people for mobiles
and I`m confused as to the mobile output options,
some questions :p
1.The mobile descriptions say 3GP, whats this? the user guide doesnt explain,
would most modern mobiles be 3GP compatible, such as Nokia and Sony ericsson?
2. the userguide says the mobile output is h.264 standard, but all the mobile choices say h.263, should I just ignore this?...does it matter?
3. I actually dont have a modern mobile phone, just an old prepaid,
would peoples user guides tell them what pixel size their screens are?
mobile output in Premiere is 176x144 or 352x288 or 320x240,
and some say SP, is that slow play?
4.if I render out the wrong size for someones mobile phone will it still play?
I`m thinking yes, just at a different aspect ratio...
(Dreamweaver seems to integrate the actual phone names into templates for design output, maybe we could get something like that for elements?)
THANKYOU !! :) MARK..

First about 3GP, check out the overview link below. There are a lot of articles online about this container format used in many cell phones.
http://en.wikipedia.org/wiki/3GP
Second about Premiere Elements 4 and its Mobile Phone export presets, I need for you to explore the contents under the "Advanced" tab when you select a Mobile Phone preset:
You are going to go the route:
Share
Mobile Phones & Players
Mobile Phones
Presets:
Advanced Tab/ description given for the preset when you are in a specific Preset Advanced Dialog
See what each preset offers with regard to:
Format
Name
Description
Video Codec
Audio Codec
Note the differences if you go, for example, from 3GP (320 x 240) SP to 3GP (320 x 240) to 3GP (320 x 240) H.263. Note that the 3GP (320 x 240) is the one which is listed showing the H.264 format. I suspect that the SP stands for "Simple Profile playback" which could impact your playback depending on the specifications involved.
Find out if your Nokia or Sony Ericsson is a 3GP phone. And, if so, what types of content does its 3GP container support. Refer back to Technical Details in overview of 3GP cited above as well as the cell phone manufacturer's specifications.
After you review my comments, please let me know if you need for me to put this together in more detail.

BTW, I am still with my good old Nokia with its only offering being calling/receiving calls, nothing else. So, I have pieced this together from reviewing the Premiere Elements options offerings and online 3GP cell phone demands.

Edit....
3 GP (320 x 240) H.263 should be 3 GP (352 x 288) H.263.

And here are my findings, :)
I think basically the gist of it is, the person wanting a video for their mobile device will need to know if its G3 compatible, you`ll usually know because they`ll be marketing it and selling it to you with that as one of its strong pionts, so if there is a 3G network available you`ll be able to chime in on it...
like in Australia we have a national 3G mobile network completed..so 3G phones can use it to translate data, video, voice faster more efficiently etc..
H.263 is an older version and H.264 is slightly newer.
MOBILE OUTPUT FROM ADOBE PREMIERE ELEMENTS 4...presets...
*note in premiere any playback model with H.264 is not listed as file type MPEG4..in the user settings..
except for 3GP 352*288 H.263 which is given filetype MPEG4, so this is a bit confusing to me..maybe this could be addressed in the next release, as both h.263 and h.264 are
both mpeg4 type files...
..........................................
*both H.263 and simple profile playback are listed as MPEG4 (and 3GP 352*288 H.263) in premiere elements..
*only 352*288 is 29.97 frames per second, the rest are 15fps
...........................................
3GP 176*144 H.263 MPEG4 at 15fps
3GP 176*144 SP simple profile playback MPEG4 at 15fps
3GP 176*144 H.264 at 15fps
3GP 320*240 SP simple profile playback MPEG4 at 15fps
3GP 320*240 H.264 at 15fps
3GP 352*288 H.263 MPEG 4. at 29.97fps
--------------------------------------------------------------------
The basic technicals of 3G, 3GP, media codes, mobile ouput mpeg4,
and GSM, CDMA, 3GPP, 3GPP2, AND G4 are here in the attached Openoffice.org word document..and a microsoft word compatible version...
the forum wont let me upload a 45kb! word or openoffice word document, can we make an exception? or provide an area where I can upload this, I think it would be of benefit to the users, I cannot post it here, it doesnt fit...:)

I have no ties to the people who run this operation. I am but a user who likes to explore and share. There is a person who goes by the name "jonknee" and gives a title of "Adminstrator". You may want to contact him about your proposed posting. One way may be via the private message system here. You could click on this name in a thread to which he has responded and then select Send Private Message. Here is one thread with one of his responses:

Maybe tomorrow I will make additional comments on the issues that you have raised. Did you notice that many areas are adjustable for those presets, such a frame size and frame rate??? What I need to clarify, if I can, the distinction between container format, format, and compressor type.
To be continued....

Thanks ATR, I`ll try contact the administrator too, on that document I wanted to upload.
I`m having a better understanding of the container and settings, now that Ive read half of wikipedia haha, just didnt know previously if others would know what kind of 3GP settings they would have on their phone, but as others hopefully will see/realize/determine from the document I will upload most if not all new or modern (last 1-2 years) phones produced by Sony, Nokia etc are 3G (3rd generation) digital GSM network capable mobile phones, if they have access to a 3G network they`ll have access to 3G content at 3G speeds...in australia we have a 3G mobile network but it is rather expensive, still for playback of a adobe premiere 3GP video your not paying for streaming, just installing on your own phone...
all they`ll really need to know is their max screen aspet ratio which is in their user guide or they can ask their mobile reseller/provider...
the phones user guide might also specify H.263 OR H.264,
H.264 is a slightly newer codec (which involves encoding the data-video/audio for wirelesss streaming then decoding for playback on the individuals hand piece..)
cheers,
Mark

I came across this link: Mobile Video: Working with MPEG-4 Clips on Mobile Phones and thought that you might want to check it out if you have not done so already:
http://www.oreillynet.com/pub/a/oreilly/digitalmedia/2005/08/24/mpeg4.html?page=1
It looks like the Premiere Elements 4 Mobile Phone export options are not unique to Premiere Elements 4. It was interesting to note that, when all is said and done, you may still need to experiment with your phone video when manufacturer's documentation is lacking in certain details.
I will be back later with my wrap up on definitions and such.

meanwhile Ive emailed the administrator requesting the posting of my word doc with general information regards mpeg4/G3/G3P/H.263, H.264,
hopefully it gives a general background to this information..

I think I`m going to purchase that quicktime pro and give it a whirl,
I think the article was 2005 ATR? looks like their still getting the standardization of the whole mpeg4 thing worked out regards 3gpp but
the H.264 seems the step in that direction. thanks for your links they were extremely helpful..
I hope Adobe add some brand names and templates for mobiles that can be quickly updated with those companies as time goes by, I believe in dreamweaver they already have the mobile templates available for designing interfaces and resolutions for mobile web access..
maybe their pushing the flash format for mobiles now since they own it.
Which might work out simpler.
