Organizer hangs when starting up. It says it is searching but never completes this task. The organizer window itself is fragmented.
Should I uninstall all of Photoshop Elements 3 and reinstall the program to overcome this problem? If so will I loose any photos in Organizer?

Your catalog is not deleted when you uninstall and reinstall the program.
Try resetting preferences first:
Click on the editor option and very quickly hold down CTRL+ALT+SHIFT keys together -- at the prompt answer yes.
Then relaunch organizer and see if that fixed the problem.

Used the CTRL+ALT+SHIFT keys approach as well as uninstalling and then reinstalling Photoshop Elements 3.0 and still get same symptions.
Any other suggestions are appreciated.

Today I spoke with Adobe PhotoElements support who provided the answer to Organizer not starting up. We deinstalled the software and then removed the Photoelements folders in several places. Then we reinstalled the software and Organizer opened up properly. The key was removing the Photoelements folder and not just deinstalling the software.
