Hello,

Just ran into this little doosy of an error when trying to launch my PhotoShop CS following a system crash of my Windows 2000 sp4 box. I read the previous posts on this error and did not find a resolution. After removing and reinstalling several times to no avail, it occurred to me that PhotoShop must save some user settings with my Windows account specifically. This will also pertain to XP users out there.

Upon inspection my /Documents and Settings/(Active user).machine name folder, I discovered that there was, indeed, a /Documents and Settings/(Active user).machine name/Application Data/Adobe/PhotoShop folder. Rather than delete the folder, I renamed it to 'PhotoShop_OLD' just to be safe. Then, just for good measure, I deleted the files from my account's /Documents and Settings/(Active user).machine name/Local Settings/Temp folder.

Once I did that, I was able to start PhotoShop right up. No need to reinstall or even reboot.
