This pictures was edited using Photoshop CS3. Can I create the same type of picture in Elements? If so, please explain how.

Certainly, this can be done with Elements.
You need the sequence of photos (I count 8 in this image) arranged into a single image, in layers. Then, erase most of the image from the upper layers, leaving only the subject.

In that video, Corey Barker generated freeze frames from video as his starting materials. You might be interested to see how he obtained the effect that you are seeking, much along the lines that Byron has suggested.

There are 2 different ways to do this. This is what I have done:

Byron first suggestion of having multiple layers and erasing is correct.
Another is to have the same multiple layers, but using Layer Masks with them. Instead of erasing just use the mask to either hide or bring out what you want.

Scroll down a little and click on "This creates a Layer Mask" .. that should help you :)

I'll explain Layer Masks in a bit. Once thing you need to know is that in Elements you do not have the option to "Create A Layer Mask" like you can in Photoshop. But there are work arounds and plug-ins like Grant's Tools.
Edit: I am PM'ing you Layers Mask explanation. It will take a while to explain.
