Creating a grey layer to use for dodging and burning,I then add a layermask. When painting either with black or white it shows on the mask but not the image.Any ideas please.

It won't show anything ...
You have a grey layer (set to screen ?? .. or some other blend mode) ... and that is invisible on the screen so when you add a mask there is actually nothing to mask out.
What you need to do is paint directly on the greyscale layer itself in B & W ... black will give you a burn effect and white a dodge effect. By the way its best to do those on separate layers :)

Hi Digiglenn and welcome to the forum. The grey layer is my favorite way to do non destructive dodge and burn. You won't need the layer mask for the grey layer, you just change the layer blend mode to Overlay, reduce your brush opacity to 10% or so then paint on the grey layer as Wendy said.
