(background)Blur &/or Spot Healing

It's the little detail...I am stumped. I have forgotten! How do I use the blur tool to blur the background? I have also been "alt clicking" for spot healing on dust to no avail!:o What is the final (?)command for the tasks? And am I still in a layer somehow that is preventing me from working in these other areas? The tool is red and is not working!

It's probably faster to blur the background with the gaussian blur filter. As for the spot healing you don't press alt for that one(it's the healing brush tool that you need alt-click). The spot one you just size the brush a little bigger than the spot and click on it. If you hold down the alt key while clicking on the tool you can cycle between the two.
