No pixels are selected

Hi I'm trying to follow the layers Table tutorial from "Missing CD"/missing manuals.com, when I get to the part where I'm told to select the fork, then cut, I get the message "Could not make a new layer from the selection because no pixels are selected".
Can somebody please tell me what I do about this, as the tutorial doesn't and I'm getting so frustrated.

I get the same message when I have the wrong layer active. If the layer is blank, there are no pixels to select. Hope this helps
