I am trying to have a photo look opaque, I did this once and can not remember how I completed the technique.
I am using PSE 6

Andrea, I am not sure exactly what you are trying to do. A picture is opaque (not transparent) by default when loaded into PSE. Can you be a bit more specific about what "technique" you are trying to reproduce?

On your layers pallet you can set the opacity of each layer.

The photo will look really faded and I have seen this type used as a background (kind-of-like a watermark effect) and then a layer of type or another photo over it.
Make sense?

Something like this?

A layer of white as the background. (Try other colors for interesting effects)
The main photo with opacity set at 30%
A hue/saturation adjustment layer with the saturation set at -75.
A small version of the original photo.
You can see how bright & colorful the original is so I needed to reduce the saturation for a faded look. Using an adjustment layer lets you easily play with variations of opacity and saturation until you get the effect you want.
(Screen shot is from Photoshop 6 so the layers pallet is different)
