I will check this out for you, but could you tell me:
1. What version of Premiere Elements do you have?
2. What is your operating system, Windows XP or other?
3. Which specific fonts do you want to add? Do you want to add English language fonts to your English language setup or other?

After thought...
Are you asking how to add additional font styles to the ones that Premiere Elements offers OR are you asking how to do titles and captions for video projects?

I will be away from the computer for a few hours, so I will leave this information for you to check out:
I have not added new fonts to Premiere Elements, but I believe that you would do that via the Windows XP Pro Programs Files/Windows/Font Folder. Keep in mind that I do not have all your details, so the following is sort of an assortment of general avenues.
Take a look at the following Adobe TechNote under the section on "Check for font problems".
