How do you size photos to fit in the monitor for preimier elements 4? I was told to make them pixel size not in inches. How do I do that?:o

The following is going to be the scenic route before I get to the direct answer to your question.
When you open Premiere Elements, there is a welcome screen where you can setup for your project. Look to top right for "Setup" and click on it. The Preset that you select will determine your frame size for the project. Look at the descriptions in the selection area. If you are going to create a NTSC DV Standard 4:3, your frame size will be set at 720 x 480 pixels. When you enter the project and go to the Edit Menu/Preferences/General, the "Default Scale to Frame Size" is usually checked.
All this means is, when you import your media to the Premiere Elements Timeline, your media will be converted to fit into the 720 x 480 pixels frame size. If I recall, we have been down this road before. But,....if you have grossly oversized photos, then the program has to work harder to downsize your images. Hence, the suggestion to make sure that your photos do not exceed the dimensions of 1000 x 750 pixels (4:3 aspect ratio).
To downsize your images, you can do them individually by taking each image into Photoshop Elements Editor and use the Image Menu/Resize/Image Size dialog (using the unit pixels). If you want to do them as a batch, then you can use the Photoshop Elements Editor File Menu/Process Multiple Files dialog.

Thank you for your time and help. I am tring to put together a DVD for my mother with pictures of all kinds from her life span of 87 years and want it to be perfect for her. As you know working with old photos is not always easy. Thanks again!

Just what are the pixel dimensions of your photos? Did you check it out in Photoshop Elements/Image Menu/Resize/Image Size dialog?
If you would like a step by step to resize your photos please do not hesitate to ask. But, before you start resizing, what are the pixels dimensions of your originals? Have you checked that out yet in Photoshop Elements Image Menu/Resize/Image Size dialog.
If necessary, we can go through the details of resizing the photos individually as well as doing them batch wise via File/Process Multiple Files.
Make sure you have your techniques understood using a mini test before you attempt the "big" project. And, be sure to allow yourself enough preparation time so that the project gets done when needed.
