How does one remove or reduce beard stubble?

Okay, that's probably not the answer you wanted. I'm not sure on this one so someone else should probably help you but I'm thinking something along the clone tool with the settings set to darken? Not sure if that's right. It might be lighten.
Wendy should be around somewhere and I'm sure she would be a better help.

It's one of the 21 on-line training sessions on Portrait Retouching that you have to pay for. Actually there are other lessons that you will find helpful if you are working on a portrait. The whole 21 day course costs $19.99 (less than a $ per lesson) and is well worth the money...

I'd try cloning from a compatible area in lighten mode (meaning, you will lighten the colour of whatever is darker than the source).
