"COPS" style blurr

Hi all.

Does premiere 4.0 have a COPS like blur that you can selectively apply (like the one they put over nudity or the criminals face). There is an effect to blur the whole screen, but I don't see how to do that to just an area.

The grandparents would like to see some video I shot after my son's birth, but I'd like to blank out my wife's half naked body first.

Any suggestions?
