In Barbara Brundage' book "Photoshop Elements 6 the Missing Manual", she mentions on page 55 that:

You can also choose to make an album from a file anywhere on your computer, even it it's not in the Organizer (the From File choice).

I click on the green plus sign under the Albums section and choose From File. The Import Album From File dialog box opens.

Problem is the only File Type option available is XML Files (*.xml). Why aren't jpegs, tiffs, etc. included options?

PSE 6 lets you export the heirarchy of your album names to a text .xml file, using the Save Albums to File command. This text file simply contains the names of your albums and album groups, nothing more.

You can load that .xml file into PSE using the From File command, and it will create albums with the names specified.

However, PSE doesn't provide a mechanism for adding photos to albums other than through the Organizer user interface. In particular, you can't import a text file listing the photos that should be added to the album. As a consequence, the Save Albums to File and From File commands aren't very useful.

This is described on page 84 of the PSE 6 User Guide.
