Elements 6 Photo Mail order of photos

In Elements 5, I know I could email photos in a particular order by using a collection. When using Elements 6, it appears that it is possible to put the photos in a particular order by dragging the thumbanils around in the Photo Mail pane on the right. Sometimes I can actually change the order of the images in the HTML email message but it doesn't seem to work all of the time. Any ideas on how to be successful 100% of the time? What is the order the program uses?

Photoshop Elements 5 collections = Photoshop Elements 6 albums.

So, have you tried placing the photos all in one album where you can arrange the order as you like it and then highlight the album contents, hit Share/Photo Mail and go with the rest of the process?
