The title does seem inappropriate for the Premiere Elements Forum, but this is something that I just learned about from the following source:

Elements Killer Tips
Photoshop Elements Killer Tips. Corey Barker Podcast. Episode 2/26/2008 titled "Importing Video Frames".
In the Photoshop Elements Editor you can go File/Import/Frame From Video, browse to the video saved on your hard drive, open, and end up with the selected frames as files.
At first I thought that this was something new in Photoshop Elements 6, but I discovered that this feature exists in my Photoshop Elements 3 as well as. The quality of the image in the file is quite good. Sorry it took so long for me to find out the feature existed. Thanks, Corey Barker.
