How Do you make a watermark in PSE 6.0?

& also, in order to make a "siggy" I want to know how to put a border around a picture. Not a frame.

like the animated photos? that's what i want to know how to do.

To make a border around the frame go image>resize>canvas size. Make sure relative is checked. Change the measurements to whatever type you can most easily visualize. Click on the color square to bring up the selection eyedroper and pick a color. Click ok. I can't help with the watermark as I usually just use a signature brush I made, but I believe there is a tutorial for watermarks in the subscriber area.
