OK,I have no idea how layers work,I dont know how to copy-n-paste to layers,or anything.
I did this on a pic. to remove someone,I used the clone tool.It's not perfect but looks good.A girl going to college in a pose that was eye catching,but her mother was right behind her.I just used the surrounding area to clone her mom out.

My wish?--To cut her out and paste her to another background or something.
Is that possible?

I got PSE 2.0.

Hellow and welcome to the forum. What you've described is possible to do, but you do have to use layers. Layers are an essential element of PSE and you can get a great introduction to them by taking the layers course here (http://www.photoshopelementsuser.com/training_courses/).

Short version to accomplish what you want to do:
1. Use a selection tool (magic wand, quick selection (PSE6 only), magnetic lasso, lasso - your choice) to select the girl. BTW- There are lots of tuts online about using selection tools that will help with feathering/halos etc.
2. Ctrl J (PC command) to place her on her own layer
3. Make a new layer and fill it with color of choice.
4. Move the new layer below the girl layer
5. Make a shadow for the girl so she doesn't look like she's just floating in space.

Hi ...

There are a few tips about selecting in here that may help you:

making a selection

Select the lasso tool (just the orginary one)
Set it to "Add to" (those little boxes up at the top of the screen ..hover your cursor above then and you will see the one I mean)
Zoom in very close using the zoom tool (it looks like a little magnifying glass)
and start your selection.
Just go round the edge a little at a time and then do a sort of circle inside the person to join up to the beginning of the selection.
Now you can pause for a moment before continuing ..
To continue just start again and you will see that you are adding to the selection.


When you have gone all the way round stop and check your selection. Make sure that all of the person is selected.
If you have parts that need a little more adding in the use "Add to Selection" ... but if you need to remove a little then change over to "Subtract from Selection". Do this until you are happy with it.

Now do Edit>Copy then Edit>Paste
and you will have the person on their own layer
You can then add a new background behind them.
