Can anyone point me to a tutorial for making the following effect in PSE5?

Hi Lia
I'm not sure of any specific tutorials, I'm sure there are some.:)
This is not that hard to do if you understand layers.
Create a blank layer above your photo
Draw out the box using the rectangular selection tool (this will be the outside dimension)
Go to edit>stroke selection. Make sure colour is white.
Play with a size (likely start at 10 or 15 it all depends on your photo resolution) You can always do Ctrl-z to back up a step.
Once that is done use the move tool to rotate the frame a bit.
Go to your effects section and apply a drop shadow layer style to just the frame layer.
Ooopps shadow is inside the frame as well.;)
Now using the magic wand tool select inside the frame.
With the selection still active make your photo layer active and hit ctrl-j this should put a copy of the photo from inside the fram on its own layer.
Drag that above the frame layer and all is done.

Gary - many thanks for the clearest explanation of this technique I've ever seen. It's funny how a few months working with layers makes everything easier. Using your instructions and adding one more layer on top with the section I wanted OOB, I came up with this:

I havent tried your version yet since i have just found it

ok, tried this tut, but I just couldnt get the colour fill layer to go with the Hue adjustment, But I found a way around this and this is my result
