That was done using the Painterly Effect video in the subscribers area. It seems to work best on photos that have lots of lines and angles, not so well on people. I actually followed Matt's settings on the filters exactly-no tweaking on this one and I was very happy with the results. Others I fooled around a bit with the settings...
