Does PSE3 have to be my viewer for email? If not how can this be changed?

In Window go to Control Panel > Folders Option > File Type and look for the file association you want to change. If for example it is a .jpg scroll down until you see .jpg. Now click on "Change" and select what program you want to view it with.

It is worth noting that you can only change this by file type not program.

You can also right click on the thumbnail of any picture already on your hard drive, select "Open with" from the menu and then "Choose Program". Click on the program you want and then check the "Always use the selected program to open this type of file" box.
