Try this :

 Open an image, duplicate the layer, so you have two times the same image on different layers.

 Bottom layer, apply the following filter : Filter /*Distort / Glass. Apply the Frosted Texture, and adjust the numbers for distortion and smoothness, bigger the image, higher the distortion. If your image has a lot of details, you might want to keep the smoothness to a high level. I had a big image so I used 9 and 3, respectively (3309 x 2456 pixels). The goal is to distort the edges of contrasting areas, but not to the point of loosing the image in "noise"

 On the top layer layer, apply Filter /*Stylize Find Edges.

 Change the blend mode of the top layer to Overlay. If the image becomes too white, lower the opacity of the top layer to about 80%.

As always, experiment and have fun !

Ray, that is cool, and the water does look wet!
I need to start doing more experimenting.

Glad you liked it!

If you feel like it, share your creation. It's always fun to see the work of others :)

Thanks, I'll give it a try. I never found the right picture for the other technique you suggested.. all the ones I tried just looked ..... messy??
Could have been my settings and impatience

This looks like fun - I'm definitely going to have a go at this :D

Most of the filters that distort images need to be tweaked, based on the "complexity" of the image (many lines or few, many contrasted areas or fewer, type of subject, etc).

What I give here is combinations, ideas if you will. Of course, this definitively needs to be adjusted locally. As they say, YMMV (Your Milleage May Vary !)

My goal is to share my ideas while having fun :)

Wendy: I love it!

Carbone: I made one too but with not the same filter: I choosed a posted edge rather than the glass. THe picture looks more comic style.

Very nice, painterly effect. I tried it on a photo with some water but mine didn't turn out as wet as yours. I still like it because it looks like an Impressionist painting.

I think it works best with highly constrated pictures. Also, you might want to play the Glass filter settings, perhaps raising the distortion a few units and don't go too far on the smoothness.

Also, make sure to resize before applying the filter. If you post your image here, as you did, make sure to post a small version (200 pixels wide, for example) resized and modified before. Because the detail is lost when resizing, it's better to work on your the intended size of your image and not resize after.
