Image, rotate, flip layer horizontal

Do anyone know why when I create a background copy ayer, when I try to flip the copy layer with the command, image, rotate, flip horizontal, it also flip both layer. :(

Richard, there are two flip commands; make sure you're using the one that says flip layer.
