Try a hue/saturation adjustment layer. Then, click the "colorize" button.
Or, create a layer above and fill the layer with the color you want, and then do a "Group with Previous" (It's one of the layer menu options). It should make the color go only where the black is.

To expand on Trish's great advice - you can also put a multi-colored paper above the layer and group it - then your pattern will have many colors.

its from a kit i get monthly from scrapgirls and it gives black based templates for making embellishments and background papers to your own colour choices. I will try all your suggestions and thank you.

if the black pattern is on a transparent background, I think this might work too, ctrl click on the layer icon to load the selection and then apply the colour via an adjustment layer (could be hue/sat, colourfill, or gradient map).
Once you get the selection you should be able to change the colour in lots of different ways or fill with a pattern, either via the fill option or through an adjustment layer,

Another great way would be to duplicate the layer, click on the bottom layer to make it active, Ctrl+J to add a blank layer between them. Make it any color you like. Now make the top layer active by clicking on it and start changing the blend mode. You will be astonished at some of the results you get. Don't be afraid to change the solid color layer too to get different results.
