If I improve a RAW file in ACP 4.3, I guess I then have to open it in Photoshop Edit in order to turn it into something anyone else can read.
If I then save the image as either a JPEG or a TIFF, the improvements I made seem to disappear (specifically the improved saturation given by using the Clarity slider). I must be doing something wrong, but can't tell what.

Sounds like your doing it right and you should see the improvements in whatever you save it as (JPEG, TIFF, PSD etc). The process is Edit it in the RAW editor, then Open and you should see it enhanced in the Elements editor. Saving it from there shouldn't change anything from what you see on the screen. Are you saying that if you save and then reopen it looks different?

After you've made your adjustments in ACR are you selecting "Open Image" (it goes immediately to Editor)?
