Brush Opacity(?) problems

I seem to be having a problem getting my brush to paint with a steady opacity... or maybe something along those lines. I'm running in Elements 4.0. I do have a tablet, but the same problem happens when I just the touchpad on the laptop and with a regular mouse. I think I have figured it out. I was able to recreate what you're seeing in my PSE4 when I checked boxes under the tablet settings drop down. The problem remained even after I unchecked the boxes, but resolved when I reset the tool(click on the tool icon in the far left of the tool bar and select reset tool). Good luck.
