I guess you know that unfortunately Photoshop Elements has neither the Pen Tool nor Paths. It is not clear if you want to create a shape and add a style to it or if you want to trace a pre-existing image with points and apply a style to this.
Since I am not clear on your intent, how about the following:
If you are making your own shape:
Explore using the Shape Tools in the Toolbox. Once you have a Shape, you can use the Shape Selection Tool (included in the Shape Tools) and holding down the Control key, distort/move the corner in the desired directions.
If you want to trace a pre-existing image with points, explore the Magic Lasso Tool or some other combinations of selection tools to get started.
More details if the above so not sound like a complete wash out.

I just took a quick spin around the Internet. It looks like you are creating in .png format in Fireworks
http://www.adobe.com/support/fireworks/export/fw_export_vs_sav/fw_export_vs_sav02.html
and
Photoshop Elements seems to support .png
http://kb.adobe.com/selfservice/viewContent.do?externalId=331037&sliceId=1
http://kb.adobe.com/selfservice/viewContent.do?externalId=kb402471&sliceId=1
so, I would say trying preparing in Fireworks and importing to Photoshop Elements and see if that works for you.

If I read the Fireworks description correctly, it seemed to say that the .png retains its ability to be edited.

no i redid in .png and imported into elements as an entire layer i could add a style over the top of the background but not the selected areas of the traced out shape..the only idea i have left is if possible to import some elements styles into fireworks cs3

Hi ..
It sounds as though you are not able to import a layered file into Elements ... and that is what you need to be able to apply a style to one part of it.
When you saved it as a psd did it save it as a flattened psd ??

What style do you want to add to this shape?
I do not know if I going in the wrong path here, but....say you import your Fireworks content as a .png into Photoshop Elements....with the shape selected, Control J to put the selected shape on its own layer, followed by applying the Style to this new layer?
Also, have you verified that .png remains editable while .psd does not?
As for Styles in Fireworks, have you seen:

well its one layer its only an interlocking star made of black background on white background then traced out with a pen tool in fireworks CS3..selecting flattened .png would merge the layers together right?
