Can someone tell me how to create a new folder in PSE4. I thought that if I created one in Explorer it would show up in PhotoShop.

Stringbean,

You should definitely be able to navigate to folders on your hard drive when using the File dialogs in PSE4.

I am unclear as to what you're trying to do, and how it is not working... Can you add more?

Previously I have been able to make a sub folder in Explorer by right clicking on a folder and making a new folder. When I dragged a picture into the new folder the folder has shown up in Elements. Maybe there is a way to make a new folder right in Elements that I don’t know about.

Are you trying to do this from the Editor or from the Organizer?
