Is there a software trick that will allow 35mm negatives to be scanned on an ordinary (hp deskjet g55) printer/scanner for digitising/editing in elements ?

If your scanner is capable of scanning slides then it can scan negatives. I don't know what you do after you scan the negative but it can be done.
Someone will probably come along with the answer.

When you scan the negative, you probably want as many pixels per inch as the scanner is capable of.

Once the negative is scanned, in the PSE Editor, over in the layers palette, you create a new adjustment layer using the Invert layer type, and just as quickly as that, you now have a positive!

And then you can do whatever other editing strikes your fancy!

WILT,

Wayne Fulton has a short article about scanning color negatives (http://www.scantips.com/basic13c.html).

I concur with his observation about the orange mask being difficult to overcome. It is not as simple as running the Invert filter.
