Selection by Ctrl+Click the hidden top layer:

Non-destructive Crop: Make a new layer, fill (e.g. gray), and lower the opacity.
Use the "Nudge-Corners" to resize the layer, and move it around until you figure out where to crop it.
When the crop is decided, TURN OFF the layer, and SAVE as psd file.

The image show what happen when you Ctrl Click the hidden layer.

As you can see, the Ctrl Click on the not-current and hidden layer simply make a selection.
Do not use the Crop Tool, or adjust the "Canwas Size", but instead you simple say: "Image > Crop".
Now export a JPG, or whatever, but don't save PSD file that was already saved.

Why not just make a duplicate of your file and work with that?

Yes thats a good idea. Then in order to save the crop info, I would have to save two files, but thats not always prefered...
