Newbie: Please Assist Me

I've posted an old of pic of a close friend and would like to fix it. Any advice would be helpful. I just want the color to balance, it seems like the skin to are a little off. Or is it to much flash? The photo is my image...

It looks as though the flash has hit the centre of the image and blown out some of the highlights. How much experience do you have using Elements and I will try to give you some help geared to your experience ??
