I took the photo this morning not too long after the sun came up.

To get the After image I made a layer with a copy of the background and applied Blending Mode-Multiply. I then made a Hue Adjustment Layer and reduced the hue to -56. I placed a layer mask on the Blending Mode layer and added back the original color to the road. I used the layer mask on the adjustment layer to also add the original color back the road.
