OK I found the arrow and it was not that intuitive. Now I have a white arrow on my photo. Can I change the color of the arrow?

You can either set the Foreground color to the desired color or set it in the options bar.

I do not have a 'color' box in the option bar at the top of the screen as the help menu indicates. I presume it should be there.

to change the foreground or background color just click on either one and it will open a color picker for you.

Bob, you should have the color box when the shape/line tool is active. Can you see it then? Also, make sure you have the shape layer highlighted in the layers palette.

No I do not have a color box when the shape/line tool is active. I have gone to the help menu and I see in their diagram that there should be a color box present above my working area.

As I was saying, the color can be set in two places. I do not understand why the upper color box is not visible for you, but you could use the other one. This is what the screen should look like:
