Updated from Elements 4 to 6

Is there a way to copy or transfer tags and collections in Elements 4 to Elements 6?

It is my understanding that if you open the elements 4 catalog from within elements 6 it should convert it and you will have all your tags and collections.

If you simply reimport all of your images you will get only the tags that have been written to file and none of the collections.
