When I first started with Elements, I tried to see the difference in these two. I seem to have used mostly tags.
Can you guys give me some examples of when/ why you use tags vs collections? Your examples rather than the manual, would shed some helpful light on this.

I was in the same boat as you are - I didn't understand the difference.
In PSE 6 they are called Albums
One difference is that with a albumyou can rearrange the photos and that order is remembered.
If I take 100 photos of an event, I may want to put a subset of those on my web site. Crating that subset as a album allows me to re order them. Then if I want to create prints or a slide show later, I still have what photos I selected and the order I chose to present them.
So, to sum it up, I tag all 100 photos with the event name then create an album with the ones I want to work with.
Note that an Album can contain any photos, not just ones with the same tags.

The idea is that tags are for the permanent properties of a picture. Who was in it, where it was taken, what the event was, and so on.
Collections (Albums) are for gathering images together for some particular purpose - a slideshow of your holidays, an album of Cousin Ethel's wedding, or Little Johnnie's schooldays. Or a talk you might be giving.
You should choose your tags in a sufficiently general way that it is possible for you to use them again on other shoots. That way, they become useful a later stage when you want search all of your images for all photos of Cousin Ethel whenever and wherever they were taken.

I don't use collections with my photos only tags but that is because quite frankly I don't take that many photos (I know, but it's true, there I said it).
I do use collections and tags extensively with my scrapbooking supplies which is what I use PSE for.
I use tags for things like ribbon, button, brad, etc.
I use collections (albums in PSE6) for an entire scrapbooking kit so I can easily find the whole kit.
