John, the preference files (or prefs file) for PSE 5.0 Editor:
C:\Documents and Settings\[your login name]\Application Data\Adobe\Photoshop Elements\5.0\
and rename the Editor folder to Editor.old. When you start PSE again, it will rebuild. You will have to Show Hidden Folders to get there.
If PSE is acting "flaky" usually, that will fix it. You shouldn't have to delete again, unless, of course, PSE starts acting flaky again.
Also, when you install, make sure your antivirus software is disabled.

Option #2 - as you launch the Editor, press and hold ctrl-alt-shift. If you timed it right, you will get a dialog asking if you want to delete the settings file - you do. If you don't get the dialog, quit the Editor, and try again. Keep trying until you do. It's been known to take several tries the first time you try.

Good job! Yes, it resets the prefs to the factory defaults - so you have to turn on/off things all over again.
