Ok - I thought I had read up sufficiently on this topic before starting and have followed all the instructions that came with the abr and atn files, but I cannot see them in PSE5.
I also cannot locate any cache files to delete which seems to be everyone's tip to make them work.
I stumbled across this site a few weeks ago when I had first downloaded the trial verions of PSE6 and there was a program you could buy, but a version for PSE6 wasn't available. I decided to purchase PSE5 instead, so now I'm looking for that tool/program and I cannot find it.
HELP and TIA.

Ok I found it - Grafi's Add-o-matic, but I'm still having trouble with the actions. Guess I'll contact Grafi for some help - the brushes I loaded show up - just not the actions.

Hi
Quite a few actions won't work, unless it is specifically stated that they are for elements.
Which ones are you having trouble with?

I loaded some things from Atomic Cupcake and in the installation info it's for PSE 3 & 4 so I'm hoping they work for 5 as well.
I also just downloaded the Panos BBEffects (for photo curls) - I used the Grafi tool and I read & follwed Panos instructions and in neither case do I see the new folders in the dropdowns of the toolbar. I finally discovered that PSE5 doesn't have a cache so at least that eliminates that problem - do I need to wait a long time before restarting PSE5 for it to find all the new stuff?

When you restart PSE after adding things, hold the Shift key as soon as you see the white splash screen - keep holding it until you see a "Building Artwork & Effects" progress bar (that's the cache rebuilding).
When it finishes, your actions will appear in their own sub-directory in the Effects palette - each action in its own menu.
There's an Add-O for 6 available now, too.
