I have Photoshop Elements 3.0. I want to crop my photos so when I print
them out they will be 6 by 4 inches. I can't figure out how to set the crop
tool to those exact dimensions. If someone could help me out that would be great!

The way that has worked for me - when I select the crop tool - the tool bar that opens just under the regular toolbar has places for you to enter height, width and resolution.
If you are printing via the Print Multiple Pictures feature make sure you don't ask it to size to fit or it will change the size of the picture.
I have also created my own picture package by creating a new blank 8 x 10 page at 200 DPI - then pasting my pictures onto that blank sheet until it is as full as I want it to be. Only caveat is to make sure you have resized your pictures to the same dpi as the sheet you are pasting them into.

In PS3 select the crop tool. On the crop tool option bar, just under the main menu, click on the "Preset Options" arrow, the forth option down is 6" x 4" clicking on that will set the values in the Width and Height boxes. It you want to interchange these click on the double arrows between these two boxes. Finally set your resolution generally somewhere around 240 to 300 pixels to inches, but the choice is yours. Now using the crop tool will give you a perfect 6" x 4" at the resolution you have chosen.
