Painted Effect:
Duplicate layer.
Run high pass filter(filter, other, high pass) about 3.
Set blend mode to hard light.
Combine the layers(Shift/Ctrl/Alt/E)
Filter - stylize - anisotropic.
You can do this twice. You want to get a liquidy, smooth, painted look.
Unsharp Mask 150/.3/0
Smart Blur 3/12/High
You can also increase the contrast if need be.
This works best on a photo about 1000 to 1500 pixels on the longest side.

I started with the tutorial but got lost in the filter-stylize-anisotropic part. I am using Elements 6.0 and don't have aniotropic as a choice.

Hi Newtome:
I use PSE4, and the instructions are missing a step for that version. I'm guessing it will be the same in PSE6. Go Filters>Stylize>Diffuse then select Anisotropic. Here's a screenshot of the box:

That's the piece that was missing. I love it, I did it, Yea Me. I just love learning all of this and thank you so much for sharing. I also might add that I got a little stuck in the smart blur part. Another tutorial had me put the setting on mode: edge only, instead of normal. It may be something you want to add/change in your post. Thank you again so much.

Glad it worked! I wouldn't have thought to use a painted effect on a restoration but the result is neat.
I tried Westiemom's technique earlier this week and I noticed the omission of the "diffuse" option which is why I knew the answer to your question. Even so, I couldn't get a nice result and I assumed it was the picture, but maybe it was the "edge only" selection you mentioned. I will have to give that a try.

I applied the anisotropic filter twice as she suggested and the smart blur settings were done as she suggested too.
Elaine, the "edge only" didn't work on this color image. Maybe that instruction was for black & white images instead.

Hi everyone, I went back and double checked all the directions. I forgot to add the Diffuse. So it's Stylise, Diffuse. Anisotropic. The setting for Smart Blur is normal.

When I complete these steps, it seems to wash out the color too much. Is there a place to adjust that?

I wanted to try this, but figured the one missing step was meant for Photoshop instead of Elements.
Now I have reread the thread and am back on the track to trying this out. Thanks!

Try a hue/sat adjustment layer to boost the colour.

Like a couple others had mentioned, I would not have thought to do this technique on an old photo like that. It turned out really nice. I hope I can remember to try it on an old photo when I get the chance.

Nice tutorial and easy to follow. I tried it with a day lilly pic - but was hoping for a more "painted" look. Any suggestions???

You could try repeating the anistrophic filter as many times as it takes.

You can repeat the anistropic filter as many times as you'd like but using a smaller size photo also increases the effect and makes it more painterly. A photo with the longest side being 1000 to 1500 pixels seems to work best. Here's a photo that was 1500 pixels.
