Wow ... what a nice thread! Thanks for the comments everyone. The photo was taken early morning (the clock is wrong) in Fairhaven, Washington.

Kimi - I did a light painterly effect first, then I did another layer with the Orton effect and lowered it's opacity to around 20%.
