stroked panorama selections tilted

I've seen some panoramas made up of rectangular selections that are tilted. They are not tilted after selection, but before. I've been trying to figure out how to precisely do that. I'm afraid , as usual, that I'm probably not making it very clear the way I'm asking - and yes English is my home language.
