I am trying to export a 7 minute video in 320 x 240 wmv format to my hard drive. I am using Adobe Premiere Element 2.0, I make it thru the first pass and with 7 minutes to go I get an Export Error. Is there any way to figure out what the problem is?

I have understood what you posted to mean:
You have a video that you want to export via the wmv route.
1. Describe the format(s) of the video/audio on the Timeline as well as how long this video is in minutes (hours).
2. Describe all your Export/Windows Media settings
3. State whether Premiere Elements 2 is just having a problem with this specific video or with other Export/Windows Media as well as any other problems you are having with the Premiere Elements 2.
4. Are you new to Premiere Elements? Program just used for first time? Operating System?
We should be able to figure this one out.

1. Describe the format(s) of the video/audio on the Timeline as well as how long this video is in minutes (hours). The first 30 frames are .ASF the other 12677 frames are .MP4 The movie lenght is 7 minutes and 3 seconds.
2. Describe all your Export/Windows Media settings.I am using the default Cable Modem/DSL setting, File type: Windows Media, 320x240, 30 fps, Compressed, VBR, 2 Pass, Audiences:1, Avg 448.00 kbps
3. State whether Premiere Elements 2 is just having a problem with this specific video or with other Export/Windows Media as well as any other problems you are having with the Premiere Elements 2. I had no problem exporting this video as an .AVI, Trying to debug I stripped all of the transitions and titles and tried to export again as WMV, it failed. Then I started cutting out clips starting from the end. After cutting two clips, it exported fine as WMV. I added the two clips back, it exported fine as WMV. I put the titles and transitions back and it failed as WMV. Each pass takes approximately 30 minutes, made it thru the first pass and received export error with 7 export minutes left on second pass
4. Are you new to Premiere Elements? Program just used for first time? Yes, I am new. This is my second video, first one was shorter but the same type of transitions and titles. I had no problems exporting it.http://www.youtube.com/profile?user=APKfilmsLtd

Yet, you say that you had no problem exporting this project (with video.asf + .mp4) as an avi. Did you do that in Premiere Elements 2, File/Export/Movie? If so, what happened if you took the avi produced back into Premiere Elements and then exported via your wmv route?
Have you seen this link on how Windows Movie Make can be used for converting problem files into usable ones for Premiere Elements?

Nonetheless, your process of pin pointing the contributing factor(s) was good, but the results appear conflicting. Were they repeatable if you went in a different order? What were the file types of the 2 clips that you removed and then replaced? Also, do you have any markers on the Timeline? If so, what kind and where? We could also go into the Titles and Transitions if indicated.
Before exporting, have you rendered the material on the Timeline by pressing Enter in Edit? Was there a red line over the video on track 1 before you started the Export?
Aside from this obvious line of action, have you optimized your system lately, defragmentation, shutting down unnecessary programs running in the background, etc?

ASF is from an old Aiptek video camera that I had as my first camera, the MP4 came from my current Sanyo HD1A. I failed to mention that one of the first things I did try was to remove the ASF clip, but it still failed on export. I don't have that Aiptek anymore so all future clips will be all MP4

This was done in Premiere Element 2, File/Export/Windows Media/For Broadband/Cable Modem, DSL/OK/Save. This morning I did open a new project and imported the AVI version and then exported it as a WMV with no problems. Uploaded to youtube http://www.youtube.com/watch?v=TNkWhc90XDE

Yes I thought after it had worked when the two clips were removed and then readded, I was good to go, even if I did not know what corrected it. As I stated above I did remove the ASF clip with no change, then removed the last two clips that were MP4. No markers, I read in the forums that could be an issue. I also went thru the hold video in search of gaps between clips, none found.

I did selected Timeline/Render Work Area Enter before exporting, no red line.

I have not defraged. Anytime I work in Premiere Elements I always shutdown Zone Alarm, AVG Antivirus, Network Connection, and a Scheduling application so I have the maxium amount of memory available. I also read about the screen saver, I have turned that off. I have 80 gb of storage available.
Unless you can think of something, I will go on to my next project and see if I have less problems with the export.

Thanks for the update.
The workaround (PE unusable video to avi to wmv) may be it. I will continue to think about this one and search for similar problems/solutions. The why nots are very frustrating even when you move forward.
Please let me know how your next projects goes.

Second thoughts...
Are you trying to take HD mp4 video and export it (without workaround) as standard wmv with Premiere Elements 2? I have used mp4 video exported to wmv that went well, but not HD mp4 video with the 2 version.
Aside from the present project, have you ever done that successfully?
Premiere Elements 3 and more so Premiere Elements 4 are other stories.
Something to think about.

Sorry for my slow reply, haven't tried to work on any new projects until recently.
To answer your last question,

I created a two clip video with some transitions and one title, it exported ok. No issues.
The second one I have been working on has approx 22 clips with transitions and several titles. It is about a 3 minute 51 video. The first time I exported it no problems. I then changed two of the title clips (at the beginning and end) and then tried to export it. First it gave an export error, I shutdown and restarted Premiere Elements, next attempt export error, rebooted PC, next attempt export error. I removed the changes made to the title pages and tried the export again and failed.
I am going to try and later. I have not tried to export as an AVI.

I tried the export again tonight and first attempt it failed with "PE failed to send a frame" and the next time "export error". I guess I will try to export as AVI then import and export as WMV.

It is late here so two quick thoughts:
(1) any gaps in Timeline before export
(2) even if your computer is not telling you to do so, try defragmenting
Let me know what happens. Glad to learn that Chuck Engels' suggestion about Timeline scrolling helped in your other situation.

This morning I got a chance to do a quick search of the Internet re: unable to return a video frame. Maybe you got there already, but.....
Interestingly, a lot of them that I found were those using Adobe Premiere Pro. But, my limited search, appeared to end almost all the time with to convert to DV AVI, followed by bringing the DV AVI into Premiere Elements for export to (such as wmv).

I checked the video for gaps, I did not see any. I know of no other way to check for gaps other than to slowly click the slider and visually inspect it frame by frame.
I defragged the hard drive.
After that I tried to export again, it failed on the first pass.
So I exported as an avi, closed the project, opened a new project imported the avi and then exported it as a wmv with no problem.

I don't understand why I could export it the first time and then after that it fails, unless the export is corrupting the file. Execpt when exported as an avi. Next time I will try to get the video like I want it before I export and see if it goes the first time.
