Problem with Full Edit

I am just getting started with Elements 5.0. I was able to edit in Quick Fix and Full Edit. Now when I try Full Edit I only get the Photo but no editing tools.

I have Photoshop Elements 3, but this should work in the 5 version.

Go to the Window Menu at the top. From the drop down, see if "Tools" is checked. If not, check it.
