Will this work in Elements?

Found a website with an "Impressionist" plug in. The read-me file said:

The folder "Impressionist Accessories” go here:
(C:\Program Files\Adobe\Adobe Photoshop CS2\Plug-Ins\Impressionist Accessories)

The file " Impressionist.8bf ” must go here:
(C:\Program Files\Adobe\Adobe Photoshop CS2\Plug-Ins\Impressionist.8bf)
Not in the Impressionist Accessories folder.

You may need to copy these two DLL files (MSVCRT10.DLL/plugin.dll) to C:/Windows/System in order for some filters to work.

Will this work with PSE4?

I have the Impressionist Plug-in working in PSE3, it may be in a similar place in PSE4:

C:\Program Files\Adobe\Photoshop Elements 3.0\Plug-Ins\Impressionist Accessories
C:\Program Files\Adobe\Photoshop Elements 3.0\Plug-Ins\Impressionist.8bf
