I have an Hitachi DVD-RAM USB camcorder and I can not capture the video from the camera. What are the ways to capture video from a camcorder, can it only be firewire type cameras. Does anyone know which works using the video capture facility within Premiere Elements

With Premiere Elements, Firewire is the way to go with the DV Camcorders.
BUT, you have camcorder that records your footage as DVD-VIDEO on DVD disc????
Have you tried inserting the disc with your filming into your DVD drive, and then using the Media Downloader of Premiere Elements to get your footage into the Media Panel of the Premiere Elements and from there onto the Timeline for editing and then saving in the desired format (if that is what you want to do)?
Take a look at this FAQ from Adobe's Premiere Elements User to User Forum:

Yes the camera films onto a DVD-RAM which the media converter does not recognize. Premiere recognizes the hitachi camera but clearly states that it is offline. No matter I try to set it as it always comes back as offline. The DVD Format on the disk is I believe VOR which nothing but the software that came with the camera recognizes. The camera is a 2 years old, but I thought Premiere could work with the camera. I also tried the same thing in a Mac and had the same issues.
Any other helpful hints would be appreciated.

Instead of the DVD-RAM disc, did you try the mini DVD-R (recordable for DVD camcorder)?
Your camcorder specs say that is supports both the DVD-RAM and DVD-R.

Yes I did what you suggested, finalized the video on the camera onto the dvd-r. The media converter still did not recognize the camera as being online, but I was able to extract the video content by placing the DVD into my DVD drive on the laptop. Media Center understood the VOB format and converted it properly, the only thing you lose with this process is the scene marks.
