Tina,
if you have installed it as Reka says, download a tube; then just open it in Elements as normal.

Where do I find it to open it? Is it under filters or where? Where do I put the tubes that I down load ? Is it like a brush ? Still confused.

Tina,
I created a file on my desktop called tubes.
Now down load a tube, they are usually in a zip file. Unzip the file and put the icon inside into the folder you've created. Now open Elements, Control O to open the dialogue box, locate the file, select the tube icon and click open.
All being well you should now have an image with a transparent background in your editor window. You can if you wish save this as a PNG file.
